Your jurisdiction sets the specifics. Santa Barbara, Lompoc, and Santa Maria homeowners follow their own city departments; Goleta and the unincorporated communities follow county fire; Carpinteria and Summerland follow their independent district. To be precise: this county has not adopted a separate, earlier mandatory Zone 0 deadline, and we won't claim one. What it has done is put Zone 0 into real field practice ahead of the state's schedule.

There is no single date yet. Final state regulations are expected in late 2026. Phase 1 for existing homes is currently estimated for 2027 to 2028, and Phase 2 is set by your local fire authority, which can extend up to five years. Santa Barbara County has not adopted its own earlier mandatory deadline, but county fire's field inspections have included Zone 0 since June 2026, so the practical attention is already here.
Two, upon adoption of the final regulations: the restriction on combustible fences attached to structures, and Zone 0 requirements for new construction. And separately, the City of Santa Barbara's June 2025 adoption of the revised hazard maps already triggers Chapter 7A building-code requirements for construction in the newly mapped zones.
Because the county chose to fold it in early. Santa Barbara County Fire's defensible-space inspections have explicitly included the 0 to 5 foot zone since June 1, 2026, using guidance developed by CAL FIRE and adopted by the county. It's education-first at this stage, and it means local homeowners get feedback on Zone 0 well before mandatory compliance dates arrive.
